What Landfill Leachate Treatment Really Costs, and Where Heterogeneous Catalytic Ozonation Cuts It
Landfill leachate is a high-strength, hard-to-degrade organic wastewater. COD concentrations reach tens of thousands of mg/L, together with large amounts of toxic and hazardous substances, so treatment is both difficult and expensive. With the Standard for Leachate Treatment of Domestic Waste Landfill (CJJ/T 150-2023) in force, full-volume treatment and compliant discharge are no longer negotiable, and the cost weaknesses of conventional processes show up more sharply than before.
Why cost, not chemistry, decides the outcome
Most leachate technologies can meet a standard on paper. What separates them on site is whole-life-cycle cost: chemicals, energy, consumables, secondary pollution disposal, O&M and payback period. SINOKLE, a national high-tech enterprise focused on the R&D and industrial application of wastewater treatment technology, built its heterogeneous catalytic ozonation technology around that ledger rather than around a single performance figure.
Chemicals and energy: controlled at the source
The technology drops the practice of adding auxiliary chemicals such as Fe2+ salts and H2O2 and uses ozone alone as the core treatment agent, removing the procurement, dosing and handling costs that come with them. The composite catalyst is made from low-cost silicon-aluminium materials such as natural clay and kaolin; against conventional molecular sieve carriers, carrier cost falls by more than 40%. Paired with the EDUR high-efficiency dissolved-air system, ozone utilisation rises from 60%-75% for conventional ozonation to over 99.98%, hydroxyl radical generation doubles, and ozone dosing drops to 1/8-1/4 of conventional processes. Power consumption is only 0.2-0.3 kWh per tonne of water. At a 10,000 t/d plant on industrial power at CNY 0.6/kWh, that is CNY 730,000-1,095,000 saved on electricity each year. At a benchmark 800 t/d leachate project in Zhejiang, chemical and energy cost per tonne fell from CNY 28 to CNY 14-19.6, a saving of CNY 2.736-4.8384 million a year.
Equipment and consumables: the long tail of O&M
Catalyst stability drives consumable cost. SINOKLE modifies the catalyst surface by atomic layer deposition, which lifts anti-fouling performance: attrition is no more than 0.3% and service life exceeds 5 years, against an industry average of 2-3 years. The catalyst regenerates by backwashing, with the backwash interval extended to 720 hours and very low activator consumption, and at end of life more than 90% of the metal components can be recovered. On the equipment side, a skid-mounted modular design cuts manufacturing and installation cost by 30%-40% against conventional processes, and corrosion-resistant materials handle leachate's aggressive water quality. Annual maintenance cost is only 30% of a conventional system and maintenance frequency 70% lower, which trims both downtime losses and repair spending.
Secondary pollution: the cost that is easy to miss
Conventional leachate treatment carries a secondary burden that rarely appears in the headline cost. Fenton oxidation produces 10%-15% iron sludge hazardous waste, and membrane treatment produces 15%-30% concentrate hazardous waste, with concentrate disposal alone reaching as much as CNY 280/t - plus compliance risk that is hard to quantify. The heterogeneous catalytic ozonation route treats the full volume of leachate with no hazardous waste and no concentrate discharge. Scum production is no more than 0.1 kg per tonne of water, so there is no hazardous waste transport, incineration or solidification to pay for. A comparable 8,000 t/d project in Xinjiang saved over CNY 1 million a year on hazardous waste disposal alone, and a Zhejiang landfill project eliminated concentrate disposal entirely and saved more than CNY 3 million a year.
Operation and footprint
The technology is equipped with AI monitoring or DCS/PLC control that adjusts ozone dosing and reaction parameters in real time, supports remote monitoring and intelligent fault diagnosis, and allows genuinely unattended operation; manual intervention falls by more than 70% and labour cost by more than 60%. The skid-mounted design occupies one third of the footprint of conventional processes, and sometimes as little as one tenth, which suits retrofits at existing landfills and incineration plants where no extra land is available. Against a well-established supply chain, installation time runs 30% shorter than the industry average, so commissioning and returns arrive sooner.
Payback
Membrane treatment typically pays back in 4-6 years and Fenton oxidation in 3-5; the heterogeneous catalytic ozonation route reaches 2-3 years because the whole process has been optimised for cost, with operating cost stable and no later surprise from consumable price rises or process upgrades. In a Zhejiang landfill project with total investment of CNY 8 million and 800 t/d of leachate, treatment cost per tonne fell from CNY 80 to below CNY 40, saving about CNY 11.68 million a year with a payback of 2.2 years, while effluent COD fell from 1,500 mg/L to below 200 mg/L for stable compliant discharge. A Shenzhen leachate project with CNY 12 million invested improved operating stability by 300%, cut long-term operating cost by 60% against membrane treatment and reduced cost per tonne from CNY 120 to CNY 48 with a 2.5-year payback.
For an operator facing CJJ/T 150-2023 without an unlimited budget, the question is not whether a technology can treat leachate. It is whether it can do so at a cost that survives the full life of the plant.
